Both methods seem as effective; what seems to work for me is sending the buyer a message when I print a shipping label through Pay Pal that I will be providing feedback at the same time I am printing the shipping label.

Once your item purchased appears, on the right hand side there will be a box that says Leave Feedback, and has a checkmark.
If it does, you may click on the words. If the box does not say Leave Feedback, Click the checkmark. You should be able to see the Leave Feedback now.
